The only fix I've found is to either change the display resolution prior to launch, or launch the game, alt-tab back to the desktop and change the resolution there. For the record, I use windowed mode because of the terrible tearing I get in full screen mode. No v-sync / triple buffering tricks have worked and windowed mode has, but now edge scrolling with the mouse is disabled.
